Step # 2: Establish an Islamic authority or amirate, then . . . caliphate . . . in Sunni areas.
Step # 3: Extend the jihad wave [ripple?] to the secular countries neighboring Iraq.
Step # 4: "[Do] the "clash with Israel" deal.
