Time for the long experiment to end.

Since WWII the West has been in love with the idea that reason and negotiation will prevail where brute force and studied irrationality can not.

Pretending that savages have an equal place in the sun beside civilized people has been the bane of our international relations since. For decades Iran, Syria, and Libya have sponsored terrorism with not a finger being lifted against them, let alone any cross words being hurled in their general directon.
[French policy in dealing with Hezbollah] confirms a state of political disorder in which international law and humanitarian law are trampled on with impunity. Implicitly it sends a dangerous message to all terrorist organizations: terrorism pays.[1]
There is an alternative: fighting back in the old ways.[2]

Hint:
Sept. 30[, 1985] - Four Soviet diplomats kidnapped in Lebanon, 1 killed but other three released unharmed after a relative of the terrorist [leader] was kidnapped and killed by the Soviet KGB.[3]
