  • Today's "resurgent Russia is the world's foremost revisionist power."
  • Russia needs to "balance" the West.
  • Tools: nuclear weapons, energy.
  • Also, establish "friendly relations with a growing coalition of disgruntled states like Venezuela, Iran and Syria."
Other options:
