I'm sure he means Islamic terrorism.

When I wrote, "If we were at war with terrorism or extremist Islam, would we be allowing the ... followers of that religion to settle in the West and spread their religion among us?", I was not characterizing my position, but the position of the mainstream conservative anti-jihadists. They of course do not say that we are at war with Islam. They say that we are at war with "terror," or with "radical Islam," or with "Islamism."
